IADC has a 65-year history, and is the only organization representing global drilling industry. IADC was founded in 1940, and was formerly oil well drilling contractor association of America with only 5 members paying membership fees at that time. The first chairman is J E Brantly, boss of drilling and exploration company. J E Brantly used to be a driller from graduation, he has not only created oil well drilling contractor association of America, but also written rotary drilling technical manual, birth of drilling industry and oil well drilling history.
Drilling industry has been changed greatly in comparison with Brantly times. IADC now has 800 members that own 5 drilling rigs. Average well depth in America in 1941 was about 3000ft, and increased to 3600ft in 1951, and even increased to 5572ft in 2001. The increase of well depth indicates that steam-driven rope drilling rig will be replaced by turntable drilling rig, and the huge technological advancement was also under dispute in drilling industry.
In the end of 20th century, underbalanced drilling was still not mature. At present, IADC has provided the optimal method and standard for underbalanced drilling and pressure-controlled drilling in its development guidance. IADC established underbalanced operation committee in 1989, and renamed it into underbalanced and pressure-controlled drilling committee recently. In 2004, American Petroleum Institute adopted the recommended method for swivel head manufacturing of underbalanced and pressure-controlled drilling committee of IADC, and identified the method as API recommended method of 16RCD. The committee has also published IADC classification system for underbalanced drilling.
Drilling refers to a global industry, but before the 1950s, most of drilling contractors only ran their business on their own rather than in international market. Modern drilling operation has crossed national boundaries. For example, drilling contractors of China has marched into Middle East and South America, drilling contractors of Germany has marched into Africa, Asia and Europe. Offshore mobile drilling rig was put into operation in the world in 1947, bringing about enthusiasm in offshore drilling in particular after petroleum was discovered in North Sea.
Basic documents and methods had been created early in the foundation of IADC, and some documents and methods are still in use today. For example, IADC wrote IADC drilling daily report, IADC manual and IADC safety manual in the 1950s. Drilling daily report was written in 1953, but was still in use in 1999 in the form of soft copy converted by IADC members.
IADC takes safety as the first importance all the time. In 1958, IADC and its partners wrote safety manual jointly, and the manual was renamed as health, safety and environmental protection guidance of IADC in second edition by offshore operation committee.
Drilling industry was still lack of a reliable training system to ensure well control identification, while IADC accepted such challenge, and set up a special task group composed of oil company, contractors, teachers and simulator development personnel as well as colleges and universities. The group completed IADC well control identification procedure in 1995, and completed drilling rig inspection procedure for underbalanced drilling in 2001.

API refers to the acronym of American Petroleum Institute.

API was founded in 1919 and was the first commercial association of America, with purpose of contacting with departments of petroleum industry. With development of petroleum industry, there are more and more petroleum equipment manufacturers, resulting in higher requirements for standard and safety of oil field equipment. API established the first mass industrial standardization organization in 1923, and renamed it into API Production Department. The organization stipulated API specification in 1924 to provide technical normative guidance for production of products relating to petroleum industry.

Therefore, the first API standard was published in 1924. The publications of API include dozens of types at present, including: more than 90 specifications, 570 standards and thousands of recommended rules, decrees, etc. API specifications and standards mainly covers all the aspects in petroleum and natural gas field.

Since the API specifications, by its advancement, universality, safety and continual spread of petroleum industry of America in the world, has been extensively adopted in the world. Therefore, API used to serve as an academic organization of petroleum industry of America, but has become academic authority in cross-border petroleum industry, and the first national commercial association of America.

"CE" refers to a mandatory certification sign in the market of European Union, and is required for all the products from enterprises of EU or other countries for free circulation in the market of EU, thus to indicate that the products meet basic requirements of the New Measures for Technical Coordination and Standardization of EU. CE certification serves as a mandatory requirement for products by laws of EU.

CE refers to the acronym of "Communate Europpene" in French with the meaning of European community which is evolved into European Union (EU for short). In recent years, the use of CE in goods sold in market of European economic zone (European Union, member countries of European Free Trade Association, Switzerland excluded) is becoming more and more frequent, since CE indicates that the product meets requirements of European instructions in terms of safety, health, environmental protection, consumer protection, etc.

CE sign refers to a product certification sign, and is regarded as the passport for access to European market. Any product attached with CE sign is allowed to be sold in member countries of EU without requirements of the countries, thus to realize free circulation of goods in member countries of EU.

In the past, member countries of European Community had different requirements for products imported and for sale, thus the goods manufactured by standard of a country may be rejected in another country. Therefore CE was created to eliminate trade barrier. CE represents conformite europpeenne. In fact, CE is also the acronym of Communate Europpene in many languages of countries of European Community; though the acronym of Eurpoean Community in English is EC, since CE represents COMMUNATE EUROPEIA in French, COMUNITA EUROPEA in Italian, COMUNIDADE EUROPEIA in Portuguese and COMUNIDADE EUROPE in Spanish, EC was finally substituted by CE. It is also ok to understand CE as CONFORMITY WITH EUROPEAN (DEMAND).

The significance of CE sign indicates that the product attached with CE meet essential requirements of relevant European instructions, and CE sign can prove that the products have passes qualification procedure and/or manufacturer's conformity statement, and the product with CE sign will be allowed to be sold in the market of European Community. Relevant instructions require CE sign for industrial products, and those without CE sign are not allowed to be sold in the market. IACS refers to the acronym of International Association of Classification Societies, and is established formally in the major classification society discussion meeting held in Oslo in 1968.

IACS is established for the purpose of promoting improvement of offshore safety standard, and IACS is in cooperation with relevant international organizations and marine affairs organizations, and is in close contact with global shipping industry. IACS has 11 formal members and 2 associate members, including ABS, BV, DNV, KR, LR, GR, NK, PRS, RNA, etc. CSS joined in IACS in 1988. Leaders of board of directors of IACS prepare general policy, and some work groups are also set by board of directors to fulfill specific tasks of IACS. Customsunion technical regulation certificate (or declaration of conformity) refers to the document for company to demonstrate that exported products meet requirements of technical regulations of customsunion. The logo of certificate is EAC, thus the certification is also called EAC certification. To easier avoid the technical regulation barrier against product importing and exporting among countries of customsunion, mandatory TR certificate is issued upon legislation. The certificate is applicable to Russia, the Republic of Belarus and Kazakhstan.

TYPES OF CERTIFICATES OF CUSTOMSunion 

Ø  Customs union-technical regulation certificate (CU-TR certificate)

CU-TR product certificate covers: part of mechanical equipment, all the high-voltage equipment (with voltage higher than 1000V), etc.

As is specified by customs union regulations, CU-TR certificate may only be issued for legal person (buyer, agent or distributor, branch, office, authorized representative of manufacturers of countries of customs union) registered in countries in customs union (Russia, the Republic of Belarus and Kazakhstan).

Validity period of CU-TR certificate:

Single batch – generally nor more than 1 year for certification for only single-batch products (sample is required)

Mass certificate (1-year, 3-year and 5-year): 3 days of plant review by 2 experts, and sampling is required (1.5 to 2 months)

Ø  Customs union-technical regulation declaration of conformity (CU-TR declaration of conformity)

CU-TR declaration of conformity covers products of: children products, light industrial products, packing materials, toys, technical electromagnetic compatibility products of equipment, part of low-voltage equipment, part of mechanical equipment, etc.

CU-TR declaration of conformity may only be issued for legal person (buyer, agent or distributor, branch, office, authorized representative of manufacturers of countries of customs union) registered in countries in customs union (Russia, the Republic of Belarus and Kazakhstan).

Validity period of CU-TR declaration of conformity:

Single batch – validity period for certification for only single-batch product is generally not more than 1 year (CU-TR declaration of conformity handling by OcerT is unnecessary for sampling and plant audit)

Mass certificate (1-year, 3-year and 5-year)

If the applicant requires test report, 3-day plant audit by 2 experts and sampling are required. (1.5 to 2 months)

If the applicant only uses the declaration for customs clearance, sampling and plant audit are unnecessary. (3 days for declaration handling)

TSG, also called safety registration (formerly named as AZ safety registration approval), and is now called TS. TSG refers to safety regulation in mandatory implementation by the state for preventing and reducing accident, guaranteeing the life and property safety of the mass, and promoting economic development. It serves like CE certification of European Union, but is stricter than CE, and is under direct supervision management by the General Administration of Quality Supervision or provincial or municipal quality control bureaus upon entrustment.

Special equipment refers to the equipment involved with life safety and high danger, including boiler, pressure vessel (gas cylinder included), pressure pipeline, elevator, special machinery, passenger ropeway, large-sized recreation facilities, etc.

Safety registration requires quality management system of enterprises to meet requirements of ISO9001:2008, and puts forwards many special requirements. In combination with characteristics of special equipment, the General Administration of Quality Supervision has promulgated corresponding code series for TSG special equipment to put forward requirements for industry itself in terms of product specifications, equipment and personnel, including: Basic Requirements for Manufacturing, Installation and Repair Quality Assurance Systems of Special Equipment, Detailed Rules on Manufacturing, Installation and Repair Approval of Special Equipment, Rules on Manufacturing Approval of Pressure Pipeline Components, etc. in regard of special equipment, thus to impose stricter plant approval restriction on pressure pipeline manufacturing units. SPECIAL EQUIPMENT APPROVAL APPLICATION PROCESURE

Ø  Application – the unit applying for manufacturing approval (hereinafter referred to as applicant unit) downloads and fills application form in quadruplicate, and applies to approval implementation authority, and attaches the following materials (a copy each):

1. Copies of business license or registration certificates issued by relevant government sectors

2. Other materials specified by relevant safety and technical specifications

Ø  Accepting – approval implementation authority reviews application materials, and signs opinions on the application form accepted and returns the form to applicant unit, and issues rejection notification to applicant unit for rejected application.

Ø  Product pilot production and type test    If product pilot production and type test are required as specified, applicant unit shall prepare product pilot production and type test after application is accepted. (type test authority will be released in relevant website by the General Administration of Quality Supervision)

Ø  After the unit undertaking type test finishes type test, it shall issue type test report for applicant unit.

Ø  Qualification review authority invitation – applicant unit shall take approved application material and type test report of relevant equipment to invite qualification review authority to perform field qualification review (qualification review authority will be released in relevant website by the General Administration of Quality Supervision). Qualification review procedure will be subject to manufacturing approval rules and other safety and technical specifications, and qualification review authority will issue qualification review report to approval implementation department after completing field qualification review.

Ø  Review, issuance and approval implementation department will perform review procedure upon examination, and will issue certificates for those qualified applicant units.

Ø  Special Equipment Manufacturing Permit (an original copy and a duplicate). Rejection notification will be issued for the applicant units failing to meet conditions.

ASME was founded in 1880, has branches around the world, and is an international academic organization with great authority and influence. ASME mainly engages in development of science and technology in mechanical engineering and relevant fields, encouraging fundamental research, promoting academic communication, developing cooperation with other engineering academies and associations, developing standardization activities, preparing mechanical specifications and standards. ASME has 125000 members, and manages the largest technology publication bureau in the world, and holds 30 technical meetings, 200 professional development courses every year, and has stipulated many industrial and manufacturing standards.

Since establishment, ASME has lead the development of mechanical standards, and has developed more than 600 standards from the initial thread standard to now. ASME established boiler machinery instruction committee in 1911, promulgated mechanical instructions from 1914 to 1915, and the instructions was combined with laws of states and Canada afterwards. ASME has become a global engineering institution in technology, education and surveying fields. In addition, ASME is one of the five sponsors of ANSI. In regard of the above certification items, ASME will grant 25 types of steel seals and corresponding certificates for production enterprises in the world. There have been more than 100 Chinese enterprises passing ASME certification, and most of the enterprises have obtained U steel seal and S steel seal.

Health, safety and environment management system is called HSE management system for short, and is simplified into HSE (Health, Safety and Environment Management System).

HSE MS refers to a universal management system in international petroleum and natural gas industry, and emerged in recent decades with the requirement of the existence, production and development of petroleum companies. The major petroleum companies have established HSE management systems with their own characteristics, and have gained significant social, economic and environmental benefits. In January 1996, SC6 sub-committee of ISO/TC67 published Petroleum and Natural Gas Industries – Health, Safety and Environment Management Systems (draft of ISO/CD14690) as the milestone for extensive implementation of HSE management system in international petroleum industry, indicating a prosperous development period of HSE management system around the world.
